California Self-Determination Program
Five things SDP gives you. We will help you to make the most of it.
AavionD is your Independent Facilitator. Every promise below is a right under California's Self-Determination Program. Our job is to make sure none of them stay on paper.

Regional Center Authorization Paperwork
With your permission, we will contact your Regional Center to inform them that AavionD will be representing your family as your Independent Facilitator (IF).
We will also confirm that all prerequisites required to begin the Person-Centered Plan (PCP) have been completed. In most cases, this includes submitting the SDP orientation completion certificate, though requirements may vary slightly from one Regional Center to another.
Our goal is to ensure everything is properly aligned before moving forward.
Intake Process Person-Centered
After authorization and the signing of our agreement, we begin an intake process that marks a clear departure from the "System-Centered" model.
The System Focus: Typically looks at "What is wrong" (Deficits & Labels).
Our PCP Focus: Exclusively looks at "What is strong" (Gifts, Hopes, & Dreams).
This comprehensive intake — covering your history, preferences, and current services — serves as the bedrock for every step that follows. By shifting the lens to your strengths, we ensure the final plan is a powerful tool designed by you, for you.
PCP Meeting Strategy Session
With the foundation set, we facilitate a dynamic, interactive online meeting with the individual and their circle of support. This isn't a one-way presentation; it is a collaborative dialogue designed to:
- Align the Circle: We engage in a two-way Q&A to ensure the individual, family, and professionals are all moving in the same direction.
- Challenge the Status Quo: We use this time to further shift the mindset away from system-centered "problems" and toward person-centered "possibilities."
- Finalize the Data: We gather the final, critical details needed to transform your "what is strong" into a concrete Roadmap to SDP.
By centering the individual's voice and encouraging open questions from all sides, we ensure the final plan is a powerful, accurate reflection of a life well-lived.
IPP Meeting Advocacy
Once you approve the PCP, we schedule the Individual Program Plan (IPP) meeting with your Regional Center Service Coordinator. The PCP serves as our primary tool to share your vision and specific goals. While the final IPP is subject to Regional Center approval, we attend alongside you to provide strong, dedicated advocacy. We focus on shifting the conversation from "what is wrong" to "what is strong," negotiating to include the services and supports identified in your plan. Our goal is to ensure the official IPP addresses your unmet needs as closely as outlined in your PCP, as this document forms the basis for your budget.
Budget Certification Numbers
The Regional Center calculates your individual budget based on your updated IPP. We analyze this certified amount with you to ensure you understand it, review it for accuracy, and verify that it adequately supports the specific goals outlined in your IPP.
FMS & Spending Plan Choose Your Model
We guide you through selecting a Financial Management Service (FMS) provider and the model that best fits your life: Bill Payer, Co-Employer, or Sole Employer. Together, we develop a detailed Spending Plan that maps your certified budget directly to your services and goals. The FMS model you choose dictates your level of independence and control over how your funds are managed and allocated throughout the year.
Transition to SDP You're In Control
With your plan and budget finalized, you officially transition into the Self-Determination Program. You now hold the reins over your budget and services, exercising direct control based on your selected FMS model. As you step into this new level of independence, AavionD continues to provide dedicated, ongoing support to help you successfully navigate your SDP journey and ensure your "what is strong" vision thrives.
